Background of the Study
Effective waste management is crucial for maintaining public health and ensuring environmental sustainability. In Gusau, the capital of Zamfara State, the growing population and increased urbanization have led to challenges in waste management, including the inadequate disposal and treatment of waste materials. Waste management policies have been developed by the local government to address these issues; however, the level of public compliance with these policies remains questionable (Ojo & Sule, 2024). This study will evaluate public compliance with waste management policies in Gusau, with a focus on understanding the factors influencing behavior, such as awareness, infrastructure availability, and enforcement mechanisms. By identifying the gaps in policy implementation and public participation, the study will propose strategies to improve waste management practices in the city.
1.2 Statement of the Problem
Despite the existence of waste management policies in Gusau, improper waste disposal, littering, and inadequate waste segregation remain prevalent in the community. Public non-compliance with these policies is contributing to environmental pollution, health risks, and the deterioration of urban living conditions. This study will explore the reasons behind the low compliance levels and suggest ways to enhance the effectiveness of waste management policies in Gusau.
1.3 Objectives of the Study
• To evaluate the level of public compliance with waste management policies in Gusau Local Government Area.
• To identify the factors influencing public compliance or non-compliance with waste management policies in Gusau.
• To propose strategies for improving public compliance with waste management policies in Gusau.
1.4 Research Questions
• To what extent do residents of Gusau comply with waste management policies?
• What are the key factors influencing public compliance with waste management policies in Gusau?
• How can waste management policies in Gusau be improved to ensure better public participation?
1.5 Research Hypothesis
• H1: Public compliance with waste management policies in Gusau is low due to a lack of awareness and inadequate infrastructure.
• H2: Strict enforcement of waste management policies will increase public compliance in Gusau.
• H3: Public education and awareness campaigns will improve waste management practices and compliance in Gusau.
1.6 Significance of the Study
This study is significant as it will provide valuable insights into the effectiveness of waste management policies in Gusau and the reasons behind public non-compliance (Ojo & Sule, 2024). By understanding the factors influencing behavior, local authorities and policymakers can design better strategies to improve waste disposal practices, thus reducing environmental pollution and health risks. The findings will be useful for urban planners, environmental agencies, and community leaders working to enhance waste management systems.
1.7 Scope and Limitations of the Study
The study is limited to Gusau Local Government Area and focuses on public compliance with waste management policies within the city. It will not cover waste management practices in rural areas of Zamfara State. Limitations include potential biases in self-reported compliance levels and the difficulty of obtaining reliable data on waste management infrastructure.
1.8 Operational Definition of Terms
• Waste Management Policies: Regulations and strategies implemented by government authorities to manage the collection, disposal, and treatment of waste materials.
• Public Compliance: The extent to which individuals or communities adhere to established rules, laws, and regulations.
• Environmental Pollution: The introduction of harmful substances or contaminants into the environment that cause adverse effects on living organisms and ecosystems.
